A notice was sent to each student warning them not to use magic during the holidays. “I’ve been hoping they forgot to send us this,” said Fred Weasley regretfully.

It is illegal to use magic while away from school after receiving a notice from the Ministry of Magic (presumably a piece of parchment or something like the Reasonable Restraint of Underage Wizards Act).

Flying with a broomstick is not “use” magic. (seven bauds)

Also: The Reasonable Restraint of Underage Wizards Act is generally used to restrict minors from using magic in the presence of Muggles.

What happens if you violate the Reasonable Restraint of Underage Wizards Act?

The following is part of the text, “The Secret Room”

You know that underage wizards are not allowed to use magic outside of school, and you may be expelled from the school if you do this again (Act on Reasonable Restraint of Underage Wizards, 1875, Section 3 ).

Also keep in mind that under Section 13 of the International Confederation of Wizards Statute of Secrecy, any magical activity that may attract the attention of non-Wizards (Muggles) is a serious offence.

Ministry of Magic Prohibits Misuse of Magic

This warning letter is undoubtedly the most real. There is no savior bonus and no Ministry of Magic’s target. Hogwarts students use magic outside of school, and the first letter they receive should be a similar warning letter.

([It is said that Truman was fired after receiving a letter from the Ministry of Magic for the first time. He must not have seen the back. It is not the first time that he has received a warning letter from the Ministry of Magic.])

The following is an excerpt of part of the text: “Prisoner of Azkaban”

“I broke the law,” said Harry, “the law restricting the use of magic by minors!”

(Umbridge’s trick is to let the Dementors go to Potter and make him break the secrecy law, so that Potter can be officially sent for review.)
